Not sure, but in 2011 the Fayetteville Council passed an ordinance lowering the number to 4 for chickens. Did that change? I am looking for that answer now, along with bee keeping info
They tried to pass it, it got a lot of protest from local residents and they backed down. To my knowledge it is currently back-burnered until further notice. The last article I read in the Observer kind of had the tone that they had given up one the new ordinances altogether. This is a copy of current regulations as per the Cumberland County Animal Control website:

Bees are beyond my realm of knowledge.
