Except as otherwise noted, there shall be no raising or keeping of livestock, poultry, fowl, rabbits, bees and the like on less than five acres, and the keeping of four or more dogs or cats above the age of six months shall be prohibited. The keeping of one exotic porcine animal in an independent dwelling unit on a lot containing at least 5,000 square feet shall be permitted subject to the following conditions: (a) No exotic porcine animal shall be kept within the city limits without a permit from the Division of Animal Protection. (b) No exotic porcine animal kept in a residential district shall exceed the weight of one hundred pounds. The zoning administrator may require a veterinarian\'s certification as to the weight of the exotic porcine animal. (c) No exotic porcine animal shall be housed outdoors at night. No outdoor shelters shall be erected for this purpose. (d) All such exotic porcine animals shall be vaccinated against all major swine diseases every six months in accordance with accepted standards of animal husbandry. (e) No breeding or sales of exotic porcine animals are permitted within the City of Norfolk in any residential zoning district. It shall be unlawful for any person to maintain within the city limits an exotic porcine animal over the age of six months which has not been spayed or neutered.
