Splayed leg?

Hello everyone. My harlequin quails are about 3 weeks old now, and almost fully feathered. I recently noticed one of them keep its legs open a lot. Like a chick with splayed Leg would. However it also stands perfectly fine at times. So I was wondering could this be splayed leg? Is it possible to develop it at this old of an age?
Any comments would be very helpful. Thanks!

I've never kept quail, but splayed legs in chickens is caused by dislocation, so they can't stand up. It could be that your quail is suffering from:

Improper nutrition
Improper footing (an easy to grip surface prevents this)
An injury

Are there any signs of partial paralysis?
