Coturnix male attacking female

About a month ago I got 4 quail. They were supposed to be all female but as it turns out one is a male. I'm not bothered by this and they all seemed to get along fine. Then on Friday the male started attacking one of the females and broke her beak. I quarantined her for 48 hours and remixed them and all seemed to be fine but i have come home tonight to five she's been badly pecked and looks to have lost an eye. The other two Hen's are laying, she is not but I've seen the male mate with her so assume she's a she... Any hints or suggestions? Nobody is getting eaten (by me).
 
It sounds the male is aggressive and either he has to go (whatever that may mean to you - cull, release, isolate etc) or you will keep loosing your hens. Ratio of 1 to 3 is too low to maintain healthy flock too.
