Putnam County, GA?

Are there any chicken owning ordinances in Putnam Co? I know someone with a large dirty coup and need to find out if they should even have it and how to get it inspected. There is a child that goes around there and I am a bit worried about his safety. I can't seem to find any information on this. I am all for owning chickens safely but not sure this person knows what to do.
