They are definitely all pullets. Sometimes hens don't start laying until the 26-27th week. How many chickens do you have, and how many square feet is your coop and run? If they are stressed due to overcrowding, their laying may be delayed. Also check and make sure that they aren't eating their eggs (you should find some kind of shell fragments in the nest area if this is the case). Also, is there anywhere besides the nest boxes where they could be laying their eggs in a hidden nest?
