itchy ducks?

So my lil ducks seem to be scratching or cleaning themselves quite a lot, its as if they have fleas or bugs but I've checked and don't see anything. They are probably almost 2 weeks old and haven't been outside. Does anyone know what's going on!? I'm worried!!! Or are they gonna start growing new feathers or something so their itchy. I really don't know...

New feathers are itchy!

Are they getting baths? That really helps a lot if they're itchy. Mine scratch all the time with their new feathers coming in, and have for weeks (they're not quite five weeks old).
