I agree, no matter the temp if you have them confined they should always have the option of shade.  If they are not confined they will find a cool spot on their own.

Don't feel bad, sometimes there are weak ones.  You did great.  Unfortunately this is the bad part of having chicks, they just can't tell us what is wrong.  But all of the rest of the cuties that are doing well make up...

I agree with the above post.  A healthy chick will quickly out grow this one if it is not growing at a normal pace, and will then get knocked around and possible picked on.   If you are determined to keep this little one...
