that is 100% cockerel should start crowing and showing other cockerel signs around 13+ weeks of age
all silikies will have blue ear lobes its one of the trade marks of a silkie so not an indicator of gender
the crested ones have pullet coloring but the mottled one I would watch should be another week or 2 and you should know for sure based on feather development
both have the cuckoo pattern and both look like cockerels
