Free Easter Egger cockerel from Cackle Hatchery.  Almost 9-weeks at this posting. One too many "pullets" turned into cockerels! He hasn't started crowing, but his bright feathers, red comb and pretty tail have given him away....

My guess is Red Star because it looks like a Red Sex Link pullet.  However, the one pictured on their website doesn't have the white tail.

My vote is cockerel also.  The red wings is the give-away.    Two of my five EE "pullets" are cockerels.  It happens.
If it helps any, I fixed the middle photo so it is bigger when clicked-on.  I also looked at my calendar and the chick was 4.5 weeks old.   Three roosters for 12 hens will probably be fine for free-ranging...
