'Broomstick method' is my own preference, but it's what you can imagine yourself being most at ease with. My fear is only doing half a job with a hatchet.
Barley is the quickest and wheat/oats are very slow by comparison. How long does it take for the water to drain?

I'll only use a 60watt bulb for light and we see -20 to -30 temperatures during our Canadian winters.
My 8 birds devour the sqft that I make for them in less than ten minutes. I think that in the summer I'm going to go hog wild and basically reseed their whole run. They'll wake up one morning and the barren run will be all green again.
I'd water less, plus check that the room has good airflow, and possibly it's too warm? Some people wash the seeds with a very mild solution, but I'm too organic for that.
No sun is required, but room temperature is. but Light will make it more green.
My $.02 would be that a poop board isn't an extra, and deep litter really is the way to go. If you lifted the pop door up a little, that would allow for that, and the litter wouldn't spill out as the hens enter and exit.
