That looks like a mixed-breed hen to me, but I could be wrong.   It seems the rooster's traits are showing through stronger in that chick.   Did you just get one chick that looked like that?
Well, he is a good looking rooster. He obviously has a rose comb.   It isn't a Rose Comb Brown Leghorn because he doesn't have the white earlobes or the right feather coloring.   Maybe it is a rose comb game...

Maybe they were just "packing peanuts" with your order so all the chicks stayed warm. Did you order a small number of chicks?  
It could be a variety of Brown Leghorn, Welsummer, "easter egger," or possibly another breed. There are many breeds that have that look.  
Many people suggest placing at least one golf ball or fake egg in each nest. A hen may peck it, but it will hurt her beak. This way the hens do not start eating eggs. This also gives the hens a hint about where they are supposed to lay...
