Is it a leghorn?? We have a leghorn, and she had her comb/wattle grow and darken just before she started to lay, at 5 months. I'd say a roo. It's comb and wattle are large, and red for 10 weeks. Good luck!

do you give them treats at all?  Veggies or meal worms.....   I have also heard of hanging a cabbage for them to peck at.  Maybe they are bored....   I'm not too sure what to suggest for the food/water, but...
