Most egg production chickens never see the light of day, let alone a rooster. No, no matter how natural it's a waste of money to fertilize food eggs. You can however buy fertile eggs from hatcheries.
Fairly confident that is a Hen :) Mine looked just like that at 7 wks. She had some pretty big curvy feathers on her rear end but they fold inwards in this pic so they're hard to see.
