Even my adult standard Cornish can get 4 ft off the ground to fly up to a roost.  Even with their wings clipped, that's a pretty short fence.

Keep checking the feet of the birds that showed 'frozen' extremities.  The tissue damage from the freeze can take some time to show up.  If you notice the feet darkening and turning black then the tissue is dying, and depending...
