At 12 weeks, you should be able to tell for sure.  Look for a larger, redder comb and curved tail feathers.  If 'one of these things is not like the others' it's 99% a roo.
Yep, she's a girl.  Definately.
You should be able to tell from the comb; EE's will be flat, a rock will have ridges.
Yes, he's some variety of Red, probably Rhode Island and he is definately a HE.
