AWW, what a cutie! Well, per that website 3 weeks is too old for spraddle legs to show up... I think you're right, it's injury related, but I'm wondering if some of the theraputic techniques would work anyway.  
I had a rooster that I think had strained his neck (I think he was fighting another roo)- I gave him supportive care and did some gentle range of motion exercises w/ him and he made a full recovery. My rooster did not hold his head...
Huh. It looks like a spraddle leg to me, but I know it's a little bit old per that website I linked. Hmm.... if the little one is eating and drinking and you're willing, it'd be worth the time to try.

Oh goodness, no improvement? At this point, I would separate it from mama and make sure it's nice and warm, see if it has any interest in eating and drinking on it's own. I agree with you, it seems like an injury would be most likely...
Is he able to stand? What position is he holding his head in? Can he eat or drink on his own? Any swelling in his face or rattling when he breathes? Have you checked his ears for injury or mites? is he pooping?
