I would say that is a Silver Spangled Spitzhauben hen. From the picture it is really hard to tell, but the rooster looks pretty short, maybe it is a Barred Cochin? Does he have feathers on his feet?
They just need time to get used to it. The outside scares them right now, and the ones that went out probably realized it wasn't horrible, and decided to stay. They should all go out in time.
Adult chickens can eat Chick Starter, but chicks should not eat Layer feed.
If it is a Spangled OEGB then I would say it is a rooster, because of the coloring. The hens are much more dull.
