Obviously they can't change sex, but a in a shortage of males, often a hen will develop male plumage. It is quite common in ring necks. She will not grow spurs either. It has nothing to do with ovary damage, it is a protective mechanism.
Lol, they are right, a roo at that age would be long and lean, but it looks to be a beauty of a pullet.

Try making a small area in the pen where only the little ones can get in. I do that with pheasants. Keeps them from being pecked to death.
