The problem with that bill is it allows a farmer to plant a crop while it is being tested to see if it is harmful. If it turns out that plant is harmful the farmer still has the right to harvest and sell his crop since they were planted...
Probably because they looked like villages. If its not brick and metal people look at it as a village.
In England there are towns that I would call cities that are called villages there.
