You may want to check with Cecil County ordinances. I live in Baltimore County where you need an acre or to be zoned agricultural.

I have a large American Show Racer that seems to have dificulty flying. Other wise he's just fine. His breeder said that he was hatched in a bottom nest box and hardly left it till his parents chased him out to start the next clutch....
If it wants to hang around, fine, feel free to feed it but you don't want to catch or keep it. It is illegal to keep wild dove, as they are a migrotory species.  
I bet they were Flying Flights.
