Stick to the law and keep only hens.  The crow is actually the nicest part of rooster behavior.  Re-home or stew him.
Check out the 'how to deal with aggressive rooster' threads.  Sounds like she is gender-confused.   In any case, don't let her dominate / intimidate you.  This is a test you must pass.
More space.   Do they have adequate space and interesting environment / toys?
