How to keep out burrowing raccoons?

I have a coop built on the ground, with chicken wire secured to the wooden frame all around. I also sprayed ammonia all around to deter raccoons. Still, a raccoon burrowed under the wooden frame and ate 3 of my little birds. :( Any ideas for keeping the raccoons from burrowing in? Would laying down some kind of flooring help?

The best way to keep out burrowing predators is to bury a foot or so of fence under ground, so that if they dig they just hit fencing.
