Ducks not laying

Thanks, I have tried putting fake egg in box and they just bury it, as well as putting them in overnight, but sometimes it's like she waits till turned out before she lays
 
My penkin female duck has laid 21 eggs in the past 2 weeks. I haven't seen her lay them. I can tell she has been turning them tho. it's still warm here in the south. I am not sure if I should move them and put them under a light.
