If you do not have chicks by day 24/25, I would consider giving up on this batch. Your hen, however, will not give up so easily. We just had a hen that stayed broody for 6 weeks because we refused to let her sit on any eggs. My "hospital" was already occupied so we tried kicking her out of the nest repeatedly, blocking off her preferred nest, dunked her backside in cold water, etc. The only thing that eventually broke her broodiness was to lock her out of the coop for most of the day. We did this for almost a week before she eventually snapped out of it.
If by day 25 you have nothing, you will need to consider starting your hen over with another clutch of eggs (provided you know the eggs are fertile), purchasing some day old chicks and sticking them under her at night, or breaking her of her broodiness.
