I just started with quail a few months back and we decided to buy a incubator and try our luck. I placed 40 eggs inside and set the temp at 100 degrees. My biggest issue was humidity because it's 80% in South Louisiana. My humidity inside the incubator was never less than 50 so I just went for it.

On day #16 the first chich appeared and on day #17 we were up to 25 chicks. We had one that struggled for a long time and once breaking out died a few hours later. So now at day #18 we are up to 31 chicks with 8 eggs still in incubator.

How long should I wait til I give up on the remaining eggs?

Looking at your pics you did really good so far some advice from me get rid of the shavings that waterer will tilt and drain and those babies are gonna get wet and die trust me its gonna happen either use sand or paper towels also looking at how their acting in the pic that lights way to hot their trying to huddle away from it make it about 95 in there they will smother each other piled up like that they will also smother each other piled up if their to cold. I put mine on wire at 2 weeks and keep their light on i also brood in a 4' plastic walmart kiddie pool with absorbent pads made for dogs for house training just pick em up eveey couple days throw some more in and its done. I would check the other eggs sunday evening and call it done usually if any hatch that late theyre already on a uphill battle.

If they started hatching on day 16 I'd say end of day 18 that your done however u probably wouldn't pitch them till day 20 in case those eggs were in cold spots.
