Chickens Spilling and Won't Clean Up

So my spoiled chooks have decided that they prefer to kick/peck their lovely expensive organic pellets out of the plastic feeder and then once the pellets hit the ground they're ruined forever and inedible. (The same girls will fight viciously over a tomato that's been rolled in the dirt and stepped on a few times.... Chickens!) I tried raising the feeder on bricks, and all that has done is make them learn the new hobby of Feeder Kickball.

What should I do so that they don't waste as much of their pellets?
 
Feed them a limited amount of pellets several times a day - just as much as they will consume in 15 minutes.
 
I only put out what they will eat all day including cleanup, why is the feed ruined on the floor, they should still eat it.
 
Because they are not hungry enough - they are 'sifting through' looking for the good stuff. Some organic pellets are not as palatable as others.
 
"Should" being the operative word. I've tried taking away their food and letting them clean up the spilled food, but all that happens is I get whiny chickens and day-old, spilled pellets.

How much food twice a day would be good for 4 chickens? Keeping in mind I let them free range for about an hour a day and they also get various kitchen scraps as treats?
 
Oh, I really like that idea! That would work really well to save feed and should prevent my spoiled princess prima donnas from wasting feed.

I will eventually move to trough-style feeders once I get dairy goats and they begin milking. Going to soak the pellets in milk or whey, and I think even my spoiled princess prima donnas will peck up every drop. Mmmm eggs from milk-fed chickens.
