What can I do for this Cochin cross's feet?

I've tried Vaseline, olive oil, Elizabeth Arden 8 hour cream, Epsom salt baths, and pour on ivermectin but his red scaley feet look the same. What can I do? His feet look painful and some feather follicles seem 'plugged'. He has lots of room to roam on grass and no one else in the flock has feet like this. He is approx 2 years old and was like this when I got him. The pics of the pin feathers are from his back and those missing feathers are recent

From the pics of his feet it looks like it may be scaly leg mites? Birds with feather feet are more prone to that. This is a good page that offers several effective solutions:

The pic of his back looks okay for the most part. The skin looks a bit red, but that could be from exposure to the sun/elements or someone picking at it a little. The skin does not look broken which is good and the feathers seem to be coming back, so I would not worry about that. It is molting season so maybe he had a little bit of an awkward molt pattern. Some of mine molt slowly where you don't even notice, some molt in a more spotted pattern, and some flat out look like they sneezed too hard and all their feathers went !poof! at once.
Just in case, have you examined thoroughly for bugs? Mites, lice, etc?
