I'm thinking about getting some Birmingham Roller Pigeons and was wondering if scratch grains would work?

Scratch grains would be fine. I feed my pigeons half chicken food pellets and half whatever grains I have around at the time. If you live in a place that gets cold in the winter it is good to add extra corn to the food because it helps them make extra heat, mine did fine in -20 degrees F at night last winter with just a windproof coop and no heat and they were eating only corn. I have heard that cracked corn is not good, but mine eat it and are fine so if it's in the scratch mix it's probably fine.

I was also wondering if they can live with waterfowl in the higher part of the barn?
I'm not sure, mine live in with my quails and sometimes I put my 3 month old turkey in the cage also, but ducks (at least mine) seem kinda rough. Might work though if it's a big enough area that they can land on the ground without being chased away and have enough room to fly up and get away.

Well our ducks are very gentle with the little bantam hen in there now and shes about the size of a pigeon. I was thinking we could make stands on the wall for food and water if they didn't get along.

Then it would most likely be fine, my ducks (8 girls 3 boys) don't like any other birds so when my pigeons get out they chase them, they also chase my young turkey and all the chickens.

Well then I think it will work because mine aren't like that at all. How long after you get them can you let them fly?
I'm not completely sure about when to start letting them free fly, do you have any flocks of wild pigeons around nearby that yours might try to join? With new homing pigeons I've heard to wait until they have raised 3 clutches of babies but not sure about rollers, my first ones were hand raised so they follow me everywhere and I didn't have to worry about them flying away. Maybe wait until they have raised one clutch of babies or until they are fully settled.
