Polish: molting or picking injury? He's balding!

My 3 month old Polish was picked on in the past. I put anti picking lotion and it seemed to help. Today I see more balding but no blood. In the past, he had bloody head. I see a lot of feathers these days, i guess from molting.
But what do you think happened?
Any answer is greatly appreciated!!!

I just saw some polish at the feed store yesterday that looked like that but worse. I am far far from an expert but I had never seen anything like that so I asked and the guy told me they were molting polish. It looked so strange almost like some weird exotic flower on top of their heads lol

I did think it was molting until this morning I saw fresh blood again. Does molting involve bloody broken stem? Please help.
I am so sad about my Julio.... He seems very quiet today.
