Like everything that has been stored a long time it will have lost some of it's nutritional value. Still if it hasn't also rotted while frozen there would be nothing wrong with feeding it. The rooster eating layer is much more problematic. A lot depends on what else they are getting how much and what you want from your rooster. If they are getting a lot besides while free ranging or being feed scraps then the effects on his kidneys will be much less then just eating layer only. If he is say is going to switched out for fresh blood in a couple years, then I wouldn't worry. If hes is going to stay a long time, then it may cause problems down the line.
