Fuzzy look "beard" - is this something?

I'm so ridiculously new at this…  went to chat with chicks today and the one i call Big Red looks fuzzy, right under her chin, like where a beard would be.  All the feathers around her neck look a bit puffed, but they are odd and fuzzy underneath.  Is this anything?  It has cooled off here recently and was rainy yesterday and today.  She's 8 weeks old, behavior and all that is normal.  Here's the best pic i could get:

What breed is she supposed to be? What color are her legs? She may be an easter egger or another bearded breed. Ameraucanas, easter eggers, and faverolles are bearded breeds. They all can have beards.

I don't know - we got three "mutts" from the neighbor who hatched them, and she got them from a local farmer.  The guess around here earlier was Production Red, but really, i have no idea.  This "beard" is new, in the past day or so.  Just wanted to make sure it wasn't some mystery ailment.
