Orpington sex???

This is Butters, he/she is 14 weeks old. I know orpingtons are notoriously hard to sex. No crowing. Not overly dominant, but higher on the pecking order. Some threads I read look at feathers too help...

I would say girl but the neck and such large waddles/comb for being so young scares me, And are Orp's notorious for being hard to sex? The one I had last year was easily seen as a boy withing his 3rd week!
 
The feathering makes me say pullet, though there is definitely something suspicious (possibly roosterish) about "her."
 
The large wattles and thick legs make me think cockerel but, maybe she is just a masculine pullet. I can't decide at this age. Another couple weeks may be more definitive.
