Yes, just because a chick pips the shell doesn't mean they are ready to come out. They often pip and sit there making little progress. As kimbpara said, they still have to absorb the yolk and rest a lot.
It is hard to be patient but... hey, you do what you have to for the sake of the little ones!
On my last hatch, I helped one out that wasn't coming very fast. It ended up being deformed and would not have hatched on its own. I helped it out and ended up having to put it down. It was so sad
I should have left it alone, as it was not going to live.
