Hen not laying?!

I have 2 seven-month-old before buff Orpington hens and they haven't laid an egg until today, where one of them laid in egg sac just without the shell. I bought Oyster shells and put it in the regular feed and they eat it, but they still won't lay eggs except for today. What should I do? Is this normal?
 
Be patient. Pullets that come into lay in the fall take a while to mature. It's very normal to have shell-less eggs from first time layers, even when they are provided with calcium. Very rarely will they start laying on a regular basis. It takes time for all the parts of the egg laying system to start working together.
