Fortunately for me I've never had to deal with aggression towards me. Does he only attack them when people are crouched?

The male is old enough to breed and chances are the hens are not. If it's only when they are crouched it's more of a breeding behavior. When hens are ready to breed they tend to squat down. Your male might be thinking they are hens wanting to be bred. Once there are hens that can breed chances are he won't be trying to breed humans. When peacocks fight they fly up in the air and spur at each other.
