I have seen it too in Peachicks especially and unhatched chicken chicks. Birds have cervical air sacs that extend up the neck. I think that maybe when a chick is in difficulty these sacs get over expanded with air (and or maybe fluid) when the chick is struggling in the egg. They may even rupture.

Yes I have 100 eggs due to hatch Wednesday and 30 next monday. About to check my hatch for Wednesday and see if I need to remove any.
