That sort of person sometimes finds out that the number on the sign is the MAXIMUM, not the minimum. In Vermont you can drive pretty much any speed at or below the posted limit on the interstate, must have flashers on if you drop under 40 MPH. Of course the intent of that is related to heavy semis that can't hold speed on uphills, not because you want some A-hole off your tail.
