How long to wait for eggs

Hi guys. I bought 4 ''pullets''3 weeks ago. 2 were from one farm and the two others were2 different farms. After 12 days of quarantine I only have 1 laying. I believe it to be one of the two sisters (from the same rooster but different mothers).
I'm beginning to think the other two were sold as pullets but might be on the downside of their laying days.how long do you guys wait before you declare a chicken a non layer?

Ps: I know winter is approaching but I figured eggs would be reduced not non existent

While the picture is blurry I am fairly sure these are young birds-pullets. As they get ready to lay eggs you will notice their combs getting bigger and redder.
 
They could be too young......or could be moving stress, new birds in flock in a new location.
12 days is not long, give them time.

Signs of onset of lay---I've found the pelvic points to be the most accurate.
Squatting:
If you touch their back they will hunker down on the ground, then shake their tail feathers when they get back up.
This shows they are sexually mature and egg laying is close at hand.

Combs and Wattles:
Plump, shiny red - usually means laying.
Shriveled, dryish looking and pale - usually means not laying.
Tho I have found that the combs and wattles can look full and red one minute then pale back out the next due to exertion or excitement, can drive ya nuts when waiting for a pullet to lay!

2 bony points(pelvic bones) on either side of vent:
Less than 2 fingertip widths apart usually means not laying.
More than 2 fingertip widths apart usually means laying.
