dirty bottom

I was given a shaver that had a dirty bottom i cleaned her and she seemed Ok. Now about 2 weeks later she is dirty again. She eats and drinks well, seems fine, however her legs are a lot fatter, she waddles when she walks. She has only laid one egg, it was very small and had no yolk. She doesn't have mites/lice and is about a year old.
can anyone advise please?

I have no idea. I would just separate her in case she has something wrong with her. Just watch her for now.

What is a shaver?

Dirty butts are not uncommon.  In fact, clean butts are much more so.  You can give her a bath, and trim some extra fluff off to help keep her more tidy.  Check your roosts out and make sure she is using them properly and that they have enough clearance for poops to fall away from her when she is on them.

Wind eggs are not uncommon in new layers, birds coming back into lay after a molt, birds undergoing stress (from a move, for instance) and ill birds.  They are generally just a fluke in the plumbing and are of no consequence.
