Please help my baby duck

Hi thankyou in advance to anyone who can help my poor little duck.I have a one month old henni duckling who can't walk and has no balance. She was born this way I'm pretty sure. I have been researching since I brought her in and I have no idea what's wrong with her. When I put her in the tub she swims in circles most the time. Sometimes she does fine for about 30 seconds. She gets excited and starts kicking really fast then she loses it. Sometimes she can stand for a few seconds and or take a few steps. I've been giving her vitamins with niacin for a few weeks but I wasn't giving her near the recommended dose. I've upped it now. I take her out of her cage to give her food and water many many times a day as she knocks them over when left in there with her. Any help would be appreciated and thankyou in advance
 
like everything, some are born with special needs and require help their entire lives and some improve and are able to cope somewhat on their own. i had a Mandarin duck once that was born blind, he never was able to be in the pen with everyone else but with a lot of help he was able to live out his life happily in his own pen.
