Please tell me its a hen... She (hopefully) is now 13 weeks old. I got her from a breeder and he told me there combs and wattles grow quickly. All help will be appreciated

I'm not positive it is a pullet (the comb and wattles seem somewhat large and red for 13 weeks), but I'll go with the majority and say pullet for now.

I think it is too early to be sure on this bird. That is a lot of red comb and wattle for a 13 week old bird, in my opinion. The head, neck, and eye just look a little roosterish to me. I'm not seeing any pointy hackle or saddle feathers yet, but it is a little young to be seeing those.

I have been told on a different poultry forum that its a rooster but a lot of others seem to think its a hen... What makes you think its a pullet? Or what makes you think its a cock?

You're welcome. I don't see any hackle, saddle, or sickle feathering at this point to indicate pullet although as Wyandottes7 said, those could still develop. The comb and wattles to look pretty developed but as the breeder told you, they do tend to develop earlier on Japanese bantams so I'm still leaning toward pullet although my opinion on that is by no means set in stone and another pic in 3 weeks could certainly change my mind.
 
I will try and get some newer pictures tonight :) The comb and wattles have not developed anymore they seem to have stopped growing. She is very funny to watch when they're sunbathing she will sit on top of the wyandotte chick to get more sun
