I'm leaning towards cockerel but am not sure. It is hard to tell with Silkies.

At 3.5 months, definitely. None of my hens have anywhere close the amount of comb and wattles even when they are older.
Looks like a cockerel to me.

Thanks everyone. His brothers crowed very early but he hasn't yet. He's a dead ringer for his Dad so I'm pretty confident he's a roo.
COCKEREL when there are other roosters present, the less dominant males don't crow because they may get thrashed. If he were alone among hens, he probably would have crowed by now.
