I live in Mississauga Ontario.

I will be bringing my quail outside onto the balcony, 6th floor.


I am planning on getting a heated dog water bowl, should I get them a heater as well?

Furthermore, I will use a garbage bag around their box, to keep them from the elements. Is that okay?

Hey! I am also in Mississauga!
I am pretty new to quail and my little guys are inside thus far but I plan on moving them outside in the summer. As long as there is enough shelter from the elements and no freezing water they should be fine.
