Are you asking breed? he's not a silkie, he doesn't have silkie feathers. I'd say hatchery quality Cochin, or possibly a Cochin/silkie mix, I can't see details well enough.

does he have scaly leg mites?
 
I didn't see anything on his legs except the leggin type fuzzy feathers like my other rooster that is a silkie mix. And yes what is he?
 
A blue, what? Sorry I do not know the difference in the chicken breeds. I also received 4 colombian wyandottes, they told me that name so I googled it. All I really know is that they are pretty.
