Droopy heads

Anyone know what causes quail to droop their heads? This is out third one that is doing it. When the first one did it, we seperated him and put oregano drops in his and the entire coop's water supply hoping it was just a virus that we could stop from spreading. He was fine after two days he was fine. A month later, another one did it. Thinking it was something else, we did nothing and the quail ended up dying. A month or more later, we have yet another one doing it. What's going on??? They can hold their heads up and run around but as soon as they get still, their heads fall straight down like it's too much effort to hold up. They are more still than the rest of the birds but not totally immobile...
 
What are you feeding them? Could be some kind of vitamin-mineral-protein-whatever-deficiency. Not that I've ever seen quail like that myself, but the feed is a good place to start.
 
Thanks dk newbie. I don't think it was the feed but I've changed it either way on accident. I was feeding mantanence feed instead of layer feed without knowing it. My birds are laying great!!
Not sure what the droopy head was but he stopped after a while and I put oregano in their water in case it was a virus or something. I haven't had another one yet. Maybe it was the feed!
