Is there a reason why my male Runner won't mate?

I have a 9 month old female runner called Daphne, and I recently bought her a boyfriend called Felix - another Indian Runner.
He's very handsome and I was told he was 5 months old, that was 2 months ago.
He's definitely a male, with the curl in his tail and the manly duck voice...

But a part from some chatter and flirty courting and 'copy-cat' head and neck movements, they still haven't mated.
She sometimes gets very excited and tries to wind him up, but he just seems a bit baffled.

When should he start mating? Is he too young? Is there something I can do?
She is still laying even though it's mid winter, and it's a very mild winter at that.

Any help would be much appreciated.

I don't have Runners I have Muscovy but if my ducks are hatched say 2015 they don't mate till following year, so maybe he just hasn't matured yet. I'd say with the persistence of your female it won't be long though.

My Indian Runner drake won't breed when it gets cold. He starts breeding when it begins to warm up and that's about two weeks before my hen starts laying. I think they can start breeding around 6 months of age. I say that because my hen started laying when she was 6 months old but only layed for about 2-3 months. Layed her first egg in September and stopped in November.
