Is this normal molting?

He is as always a total glutton for regular food, koi pellet and vegetable treats, and foraging, and he still hangs out with the flock all day. It's just on the surface, he's kinda scroungey.

Well he sounds pretty normal to me . Might just be him and the way he'll be till next full molt. Hopefully that is all it is.
