Help with identifying this rooster's breed!

I came across this rooster wandering in a local 7-11's parking lot. I thought he was a handsome fellow with beautiful contrasting colors. Luckily I had some granola bars in my pocket to feed him so I could get a chance to snap a picture or two of him. This is the clearest picture that I got. Would anybody know what breed he may be? I'd like to do a drawing or painting of him, and I wouldn't want to wrongly title my piece after completing it. Thank you all for your help in advance!

He looks like a mixed breed, possibly with some Welsummer.

It's not a pure Welsummer with those slate legs as Welsummers have yellow legs. It looks like a Welsummer mixed breed to me.

He's a mixed breed bird, possibly with some game in him. The color is common enough, but he lacks the wing patch of a Welsummer from what I can see. And the yellow legs.
