I'm looking for a hatchery that will allow me to purchase bantams chicks without the "5 chicks per breed" rule. I want to buy one of each bantam breed for a mixed bantam flock.Thank you!

Your best bet for a commercial hatchery would be to order from mypetchicken.com as they are one of the best options when it comes to wanting a small order/less restriction on birds per breed. Alternatively, it may be even better to find yourself a good, local source. Where are you located and which bantam breeds are you looking for? Another consideration with bantams is the issue of obtaining sexed birds - for the most part, bantams are sold straight run only -- with your desire to have a flock of one each of many breeds you are limiting your chances of lucking out on gender (vs ordering 3-5 of each and then selling off any "extras", cockerels, etc) if you order day-old chicks. Purchasing started birds that have reached the age of gender certainty might be a better option for you.

My Pet Chicken sexes bantams for a price, it can be worth it not to have to deal with half your order being roosters usually in a straight run. I have gotten different breeds from them and enjoy them.
